In Indian governance systems, the political executive is supreme. They are elected, and answerable to the Parliament. The next tier of unelected powerful officers form the administration, and come through the All India Services and the Central Services, and are directed (controlled) by the political executive. The topmost hierarchy of IAS and IPS (and Indian Forest Service) is considered almost inviolate. Governments refrain from rocking the boat on such issues. But rampant corruption and inefficiency can harm the govt’s image. The NDA government terminated (compulsorily retired) two IPS and one IAS officer from service in 2017, under the Service Rules mandating a review upon 25 years of service or the officer reaching 50 yrs of age.


Corruption in such services is an open secret, and the top political executive needs to exercise strong control over the civil services as that is where the common citizen interfaces with the govt. Services have it good(a) Pay Commissions have improved the payscales a lot, (b) Promotions happen with time without heroic efforts, (c) Without major personal effort on knowledge upgradation, system still takes care of you. Key conditions for effective cleaning-up are – (a) No malice towards anyone, (b) Swift targeted action against corrupt and useless officers, (c) Reviews should be objective. Structural problems in civil services – (a) Bureaucracy has become too big for the nation, (b) Many posts are useless and only for namesake, (c) Lack of integrity across services (IAS, IPS, IFoS …), (d) Lack of proper mentoring by senior officers. A government can try and rectify the situation boldly. But problems may arise at the Administrative Tribunals stage, which often reverse government decisions. That can demotivate even honest political executives.
