Indian environment management agencies are falling short of their duties.  Even disasters are not able to teach them (us) much of value. The Ennore coastal area (Chennai) has witnessed a massive oil spill on 28-January, 2017 and the quality of response itself is a disaster! Agencies are busy protecting their reputations, and not the environment. The NOS-DCP (National Oil Spill-Disaster Contingency Plan) is in place and updated since two decades, but not put into action here. 

 Agencies involved : 1. Ministry of Shipping (investigation into the collision of ships), 2. Kamarajar Port Limited (KPL – issuing statements!), 3. State Coastal Zone Management Authority (did not submit state plan to Coast Guard as part of NOS-DCP), 4. National Green Tribunal (seized with the matter – checking culpability and compensation), 5. State and Central governments (overall in-charge). Watch many video analyses on environment on Bodhi Shiksha channel. 

 No advisories issued properly in time by anyone. The citizenry has no answers about their day-to-day routines (e.g. can fishermen go out to sea now?) Two dangerous aspects – (1) Proofs have emerged about sludge being “buried” in nearby hamlets! So the shipowner has tried to bury the sludge in the same community that he has impacted the most, and (2) Slick has spread to other coastal regions far away (Pulicat mangroves etc.) It seems that the entire bureaucracy of the state had also come to a complete halt during the political crisis. Here is an image showing the extent of the damage. The containment and damage control work should continue till the damage is contained. The CM E.K. Palaniswami announced a total interim relief of Rs 15 crore to the 30,000 families affected in Chennai, Kanchipuram and Thiruvallur districts  (Rs 5,000 each). Are we bent upon destroying our environment, ecosystem and the normal lives of the local citizens? When would we realize the seriousness of such disasters and their future consequences? When would we wake up? India’s big questions remain unanswered.
