Animals need as much, if not more, protection and security as human beings. There are quite a few laws that provide security and protection to animals. Many non-government organizations are also active in this area. Jallikattu, the bull-taming sport of Tamil Nadu, was banned by the Supreme Court through its 2014 judgment. However, the Tamil Nadu government has recently enacted another law which permits the festival. The present laws for the protection of animals are not only inadequate, but those present are too flexible to ensure any real protection and security to animals. Jawaharlal Nehru had said that one test of civilization is the growth of the feeling and practice of compassion. Rukmini Devi Arundale was the first to introduce a bill in the Parliament on prevention of cruelty to animals, way back in 1952 which was intended to replace the colonial law on this subject. However, when the Prevention of Cruelty to Animals Act was finally enacted, some of the major principles of the original Bill were not incorporated in it. The question basically is that of possessing moral rights. We as human animals have a higher claim on moral rights than the non-human animals.
