Pakistan has been hit by several terrorist attacks in 2017, the latest being the murderous attack on the shrine of Lal Shahbaz Qalandar at Shewan in the Sindh province. Lal Shahbaz Qalandar was a Sufi saint whose followers and devotees include people from all religions. The Islamic State (IS) assumed responsibility of the attack. Targeting the shrine indicates that IS is intolerant towards all non-Sunnis, more particularly the Shias. It is also opposed to any inter-sect unity, propagating only a monochromatic version of its own Islam. Of late, the IS has lost a lot of its hold in Syria and Iraq against a two-way attack from the US and coalition forces on the one hand and the Russian and Bashar Assad regime alliance on the other. The IS, unlike the al-Qaeda (of Osama bin Laden) is not a personality-oriented outfit. Therefore, its influence may not decline like with al-Qaeda after the killing of Osama Bin Laden (at Abbotabad). The Islamic State built its strength on the basis of brutality and its ability to attract people, especially youth, from different parts of the world. Its financial strength was built initially by attacking govt. treasuries and later by seizing rich oil wells. This wealth thus acquired was utilised to pay volunteers handsomely and keep them with the organization. However, with the loss of major ground in Syria and Iraq, the outfit now faces financial crisis. Those attracted towards it, now feel disillusioned and are returning home. Fresh volunteers are not coming in large numbers but only trickling. However, those breaking away form the outfit and returning, are still determined to continue to fight for the cause for which they had joined IS. They would now scatter in all parts of the world and would be difficult to locate, trace and eliminate because of the small number and largely unknown identity. In early March 2017, news broke that an ISIS video depicting Uighur fighters in Iraq called for attacks on China by jihadist groups, right when Beijing was staging mass military manoeuvres to quell separatist sentiment in Xinjiang province. The video criticised “evil Chinese communist infidel lackeys” came from the Iraqi arm of ISIS. “In retaliation for the tears that flow from the eyes of the oppressed we will make your blood flow in rivers, by the will of God,” says one fighter featured in the video, speaking in Uighur.
