  1. Our paramilitary forces : We in India, recognize the sacrifices made by the Indian army but often do not pay much attention to the condition of paramilitary forces, whose role along the Indian borders and battle adverse conditions in the Kashmir valley and the northeast has tremendously increased in the last three decades.
  2. MHA and MoD : Paramilitary forces in India come under the direct supervision and control of the ministry of home affairs, whereas the supervision and control of the Army, Navy and Air Force is under the ministry of defence. Currently, India has over 14 lakh active armed forces personnel and the strength of the Indian paramilitary forces is over 10 lakh.
  3. A wide spectrum : The Central Reserve Police Force (CRPF), Border Security Force (BSF), the Indo-Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), the National Security Guard (NSG), Assam Rifles (AR) and the Sashastra Seema Bal (SSB) are among the main paramilitary forces deployed to combat insurgency and border intrusion, check communal riots and guard industrial installations.

  5. Are the paramilitaries at a disadvantage ? Their duties and ethos are more or less similar to those of the defence forces, but their pension and retirement benefits are comparable with central government’s civil employees. They miss out on the benefits that defence personnel get. Over the years, the defence forces have evolved a mechanism that takes care of the families of martyrs. This is not so for the paramilitary forces. There is an inherent lack of stability in paramilitary jobs. As the troops move from location to location, they get very little time to spend with their loved ones.
  6. Seventh Pay Commission : The ministry of home affairs, in 2015, had proposed to the Seventh Pay Commission a ‘special pay’ and better leave structure on par with the army for the personnel of the paramilitary forces deployed for counter-insurgency operations.
  7. Equal pay for equal work : Recently, hearing an appeal filed by an association of Central police forces, the Supreme Court has asked the Centre to consider ‘equal pay for equal work’ for the paramilitary forces for performing duties similar to that of group “A” services officers.
  8. Dignity will bring the best out of everyone : In its short order, the court observed that if the conferment of monetary benefit can soothe the grievances of the paramilitary forces, the central government may rethink the matter without disturbing its sense of discipline. The association had challenged the Delhi High Court order creating group ‘A’ services on the basis of certain notes, correspondences and letters issued by the Department of Personnel and Training (DoPT), as only the Home Department has the authority over it.
  9. Historical precedence : The Commander-in-Chief of the British Military was second in precedence only to the Viceroy. But today, the 3 Service Chiefs are 12th in the warrant of precedence. Armed forces of India regularly complain that “civilian control” has degenerated from political control to “bureaucratic control”. The most important reform proposed after the Kargil war – the Chief of Defence Staff (CDS) post – is in cold storage till date.
